Tearfund is looking for a dynamic individual to fill the position of The Programme Development and Partnerships Manager(PDPM), this position requires a highly skilled and highly talented individual, with a high level understanding of relief and development business. In the Tearfund Burkina Faso programme, the  Programme Development and Partnerships Manager(PDPM) will work with the country director to lead the country programme funding portfolio growth. The Business Development Manager  will work closely with the Country Director and the Program team to ensure the Country Strategy has a viable business model and an accompanying Business Development Strategy. In particular, the Programme Development and Partnerships Manager will be responsible for:

 

Are you able to:

  • Develop a country funding strategy and plan with clear and measurable results based on in depth market and concept analysis 
  • Lead on programme, brand, market and donor facing communication and liaise internally for production of tools, literature and information for donors and other project stakeholders  
  • Develop goals for the business development and growth, ensuring they are met and overseeing new acquisitions, bids, contracts and pitches 
  • Research organisations and individuals to find new opportunities and increase the value of current donors while attracting new ones.
  • Attend, lead on and participate in conferences, meetings, exhibitions and industry events, build relationships and communicate the country programme's work 
  • Lead and coordinate with the programme and finance team to develop concept notes, proposals and budgets for submission to donors as required  
  • Work with the relevant Technical Teams and other functions to ensure Grant Opening Meetings, Grant Review Meetings, Grant Closure Meetings and Program Cycle Meetings are timely organised ensuring desired quality, and all mandatory internal documents are in place (internal log frame, internal budget, procurement plan, M&E matrix)
  •  Support the Programme Manager for the finalisation of timely donor reports ensuring consistency between narrative and financial reports and that they meet quality standards
  • Support and advise colleagues with queries related to donor compliance on grants within the portfolio, and work with other departments (i.e. programs, finance, M&E, logistics) to ensure all documentation required is ready and available for audits.
  • Undertake the proactive assessment of potential risks in managing donor contracts throughout the project cycle management, anticipate risks, inform and support all concerned including SMT to take timely risk mitigation measures
  • Maintain and coordinate partner program, finance, and compliance monitoring and review meeting schedules, and coordinate support for partners to address any concerns or issues that may arise. Ensure any issues are attended to
  • Monitor opportunities in the country and the Sahel region, and suggest new bids.

 PERSON SPECIFICATION 

 

  • Do you have a bachelor's degree or equivalent qualification in development studies, humanitarian affairs, programme development and Business Management, marketing or other relevant courses?
  • Do you have a Master's degree in development studies/Social science, Organisational development, Business Administration, project management preferred?
  • Do you have proven experience in International NGOs with similar positions: proposal development (narrative and budgets) and donor reporting?
  • Do you have a proven ability to develop winning , large scale proposals for public and/or private sector donors?
  • Do you have experience with key Institutional Donors including DFID/FCDO, USAID, ECHO, EU, UN Agencies and multilateral donor mechanisms?
  • Do you have a sound understanding of program cycle management in emergencies and development environments, program quality and partnership management?
  • Do you have proven experience working in consortia arrangement?
  • Do you have a minimum of 3 years of experience in programme development, resource mobilisation, donor relations, marketing and communication?
